AB 2110

AB 2127
Accessory dwelling units: private sewage disposal systems.
Prohibits local environmental health agencies from withholding approval of an accessory dwelling unit permit for properties served by a functioning private sewer system. Currently, rural communities face additional barriers to ministerial approval of ADUs when lots lack a connection to a public sewer system. AB 2127 ensures that rural areas have the same ADU streamlining that urban communities already have access to, helping to address our state’s housing needs effectively.

AB 2174
Mobilehomes and manufactured housing: registration and titling documentation.
Modernizes the Department of Housing and Community Development’s titling process for mobile homes and manufactured homes by allowing electronic signatures to be used when a legal owner releases or satisfies a security interest. AB 2174 prevents unnecessary delays related to existing “wet” signature requirements and ensures residents in more rural areas maintain access to services without the need to travel to a physical Department location.

AB 2280
Vehicle liens.
Clarifies that licensed repossession agencies may file a lien on a vehicle if the existing lienholder affirmatively waives their right to the lien in writing. AB 2280 reinstates the long-standing policy that licensed repossession agencies may conduct lien sales for unwanted vehicles that unnecessarily take up space on an agency’s lot.

AB 2438
Imprisonment.
Confronts county jail overcrowding and public safety by requiring felony sentences of more than six years to be served in state prison rather than county jail. AB 2497
Physical therapists.
Updates the Physical Therapy Practice Act (PTPA) to allow physical therapists to practice dry needling following the adoption of Department of Consumer Affairs regulations, increases direct access options for physical therapy patients, and makes other minor changes. AB 2497 is the first major scope of practice update to the PTPA since 2003, and will allow physical therapists to use treatment techniques already allowed in 47 other states and currently covered by existing physical therapist education curriculum.

Civil claims: public entities and employees: declaration.
Amends civil procedure laws to require public employees who make a claim against the public entity they worked at to declare that their claim is true and correct, to the best of their knowledge. AB 2529 ensures that claims made against public entities, officers and employees by former employees are true, protecting taxpayer funds against frivolous claims.

AB 2568
Water district directors: compensation.
Increases the maximum allowable compensation for a public water district’s board of directors to 15 days in a calendar month.
